Kim Vann

As County Supervisor, Kim Vann voted to cut funding for emergency 9-1-1 services. She also voted to cut funding for a sex offender watch program, and now the sheriff’s department does not have adequate resources to effectively monitor known sex offenders living in the area. She then turned around and voted to give herself a 20 percent raise and for an 87 percent increase in her department budget. Vann even voted to spend about a quarter of a million dollars to renovate the building where her office was located.
Vann Voted for the 2010 – 2011 Annual Budget. In 2010, Vann voted for the 2010 – 2011 Annual Budget for Countywide Operating Funds. “It is moved by Supervisor Marshall, seconded by Supervisor Evans to adopt Resolution No. 10044, a Resolution Of The Colusa County Board Of Supervisors Adopting The Fiscal Year 2010 – 2011 Annual Budget For Countywide Operating Funds And Special Revenue Funds and authorize the Chairman to sign. Board of Supervisors Voted to Cut Funding to Sheriff’s Office, Which Sherriff Said Cut 9-1-1 Services and Sex Offender Watch Program. In 2010, the Colusa County Board of Supervisors adopted a budget that represented a $12 million decrease from 2007-2008. “Sheriff Scott Marshall, whose $1.7 million department has taken a $1 million hit over the past two years, said the 2010-11 allocation would likely not be enough to get through the year. ‘Cutting overtime in Sheriff's Department and jail is probably not sound,’ Marshall said. ‘It's going to happen and the labor standards act requires that we pay it.’ Marshall said he is also uncomfortable with the county's ‘borrowing’ of law enforcement funds over the past two years to balance the budget. ‘It's very close to supplanting the budget, which is against the law,’ said Marshal. “But I'm patient that it will come back around.’ Marshall said his budget also forces him to ‘unplug’ the reverse 9-1-1 service and the sexual offender watch program, which are now unfunded.” [Colusa-Sun-Herald, 9/21/10]
Vann Voted Herself a 20 Percent Pay Raise in 2007. In 2007, Vann voted for a 20 percent pay raise for herself saying “we don't have a budget crisis now.” Colusa County supervisors gave themselves a 20 percent pay raise, from $24,000 to $28,800 a year. The raise increased annual compensation for the full board from to about $120,000 to $144,000 annually. The Board of Supervisors unanimously approved the pay hike. Vann said of the pay hike “We don't have a budget crisis now.” [Appeal-Democrat, 11/8/07]
Vann Approved Spending $250,000 to Renovate the County Courthouse. In 2010, Vann approved spending approximately $250,000 to equip the Colusa County Courthouse with central heating and air conditioning, and for asbestos removal. [Colusa County Sun-Herald, 6/1/10]
Vann Voted for 87.59 Percent Increase in Board of Supervisors’ Department Budget. Vann voted for each county budget from 2007 to 2011, altogether constituting an 87.59 percent increase in the Board of Supervisors’ department budget.
